Second grade recruitment-actually this type of thing has been going on for years. If you've ever wondered why Florida universities produce such strong football teams, it is most likely because fully-dressed football teams including very young players play in full uniform in VERY hot weather. My grandson who still lives in Florida at 22, was probably 7 or 8 when he played on a team near his home; I have a photograph. I watched a game and thought then, "If you start kids at this age, you are bound to discover some who are highly capable at running and throwing. You just keep grooming the best ones and voila!-10 years later you have teams in the top 10 NCAA schools (Florida State, Florida & Miami, and now one other Florida team have been very good for many years). And I doubt that Florida is the only state in which this has been going on for a long time.
