Why is the Panel of 300 limited to center directors? Couldn't you add some family child care providers to the panel?

The list of topics to choose from is too broken up into smaller pieces, which makes it too difficult to just choose 5. Many of them should have been merged into a broader topic like management and supervisory skills or something like that.
