"Funders have a reason for funding projects. No matter how great you think your idea is or how much your program will benefit by the funding, if your goals do not match the funder’s goals, you are wasting your time by applying." This advice comes from Fredalene Bowers in her Exchange article, "Securing Funding Through Grant Writing." She continues...
"Many federal, state, and private funders have a 'Pre-Proposal Conference' or 'Bidders Conference' to identify the purpose of the funding, the amount of funding, the number of grants to be awarded, and guidelines for submitting the proposal. If possible, attend these in person. You may be able to meet the funders or their representatives. If you can’t attend, many funders will mail, within ten days to two weeks, the questions and answers addressed at the conference. Knowing your funder is important. Your success rate increases 300%, if you know your funder."
