In his report, Child Care and the Economy, Part I, Mike Wilson of MCH Strategic Data observes, "There were two periods of outstanding growth in the child care center market over the past thirty years. Their characteristics were remarkably similar even though they occurred under two presidents who were remarkably different."
In this report, Wilson, analyzes the conditions under which child care expanded during the administrations of Presidents Reagan and Clinton. He then addresses the challenges facing President Obama as he proposes another large expansion, comparing the economic conditions in place during the Reagan and Clinton terms with those Obama now faces.
