What is it about those letters T and Q? Corporate giants and small businesses send their executives to seminars on Total Quality Management (TQM). Health care practitioners are enthusiastic about Continuous Quality Improvement (CQI). The Department of the Navy pushes Total Quality Leadership (TQL); some colleges prefer Total Quality Caring (TQC). And public schools are excited about Total Quality Education (TQE). All of these acronyms represent the fundamental change that is taking place in business, government agencies, health care, and education - the change from outdated top-down management to a significant leadership paradigm that is a quantitative way of organizing and involving every single person and every activity in an organization. All efforts and resources focus upon a continuous process of improvement.

What these TQ systems share are these common elements:

_ Leadership comes from top management, but everybody becomes involved in a clear and unified sense of purpose and direction.

_ Understanding and satisfying the needs of the customer is a major focus.

_ Quality is built into the way things are done, with appropriate use of innovation, education, and problem analysis at all levels.
