In each issue of Child Care Information Exchange, we at the International Child Resource Institute (ICRI) will bring you the latest trends in the management, design, and operation of child care and early childhood programs from around the world. We will describe a variety of approaches to the establishment of successful private and public ventures in child care, look at quality standards, and show you how others are accomplishing their work in practical, innovative, and cost-effective manners.

Several European nations have been exploring the establishment of more comprehensive quality standards to improve consistency and excellence in child care.

Sweden: The Swedish National Child Development Forum, housed at the University of Gothenberg, has been conducting research to validate the use of the Early Childhood Environmental Rating Scale to establish uniform baseline quality standards in child care. The scale, established by Harms and Clifford in 1980, has been seen as a highly effective and accurate tool for measuring and monitoring quality. A new study conducted by the highly respected Swedish researchers Gunni Karby and Joanna Giota and published in London shows just how accurate the scale is.
