At United Planning Organization in Washington, DC, there are many stories to tell about beginnings, successes, and changes; about families, staff, and young children. The story of the child care program began in 1964 when UPO was a pilot project created to give preschool children a boost before entering kindergarten, a project that a year later was launched nationally as Head Start. "It's something to be one of the original programs right here in the nation's capitol where the idea was conceived," says Bill Hughey, director of the Office of Preschool and Day Care (in his rich and melodious voice).
