The Patient Protection and Affordable Care Act (ACA), signed into law in 2010, is designed to improve access to health care for many Americans who have not been insured in the past and to give all Americans greater choice and control about their health care. Some components of the Act �" like routine exams for women without a co-pay or the Maternal, Infant, and Early Childhood Home Visiting Program �" have already taken effect, but one of the biggest innovations will be implemented this fall: Health Care Marketplaces designed to expand access to insurance.

The ACA has greater implications for adults than for children, because children in poverty are already eligible for Medicaid or the Children’s Health Insurance Program. Benefits to parents, however, ultimately provide greater ­stability for entire families. For child care programs, there are several resources to be aware of in order to help parents access the Marketplaces, as well as new rules about employer provision of health insurance that will affect some larger programs.
